hes asking just in general not for here.
It all depend on what program your using, an easy way in like photoshop is to take a screen shot of a video on every frame you want in the .gif and then past them on different layers and in the animation window makes as many frames as you have layers and turn them all off except for the bottom one, then click then next frame and turn on the next layer until you have placed them all

if you're trying to animate something simple...
For photoshop:
Simply have your first frame where you want the motion to start.
Have the second frame where you want the motion to end.
Hit the tween button below the frames. (It looks like 4 dots lined up at an angle)
You can choose how many frames you want in between those two frames.
This can be used for anything like moving objects, dimming lights, brightening colors.
Then just 'Save for Web & Devices' and save it as .gif

This is true. Also, if you have a video in .mov format you can import it right into photoshop and it will put it in frames for you. Then, you can delete the frames you dont want. more practical, aye?
For my Street Fighter Lady Gaga avatar I used @Vitality93 approach Except I have 5-6 frames in my animation but its only really 3 images where I used an effect on the eye to make it look like it is glowing. Image 1 is a dim glow, image 2 is a medium glow, and image 3 is a bright glow. Basically my animation frames are going 1,2,3,2. I dont need to put frame 1 at the end because it will loop back to 1 and it looks smoother.
