So we all know XBL is broken. And anyone can get lucky with dmr spam. Is it worth it to still practice timing the bloom on XBL hoping it will be better on LAN? I always lose dmr battles when i time shots and they spam. But im hoping when lan comes around it will be perfect. any advice?

I'm no pro but i'll answer anyway.
Xbl means nothing, everyone knows this. Halo 3 from live to lan was extremely different and Reach is the same way. But there are so many things other than shot you can work on during xbl practice like teamwork, communication, positioning, timing power weapons, etc. These are the things i used to focus on playing Halo 3 on xbl and it's similar in Reach, though with the awful "true skill" matchmaking system sometimes it's too easy to goose someone lol. But scrimming teams online always helps, especially if you have a team to play with. If you guys can know where each other is like second nature then you can win objective games on pure teamwork alone.
Personally i'm not a fan of xbl, but with no one around my area to lan with (at least highly competitively) i just play xbl casually but work on little things. Also it's not bad to work on knowing when to pace and when top spam as far as the distance you are away from your opponent.

The closer they get, the faster you have to shoot. Period. The only time a person is "spamming" is when they shoot as fast as possible against someone in a long, long range battle.

Absolutely. The only thing I can add to this is that there is basically only one time where long range spamming is okay, and effective. When you have the other team in a spawn trap and your whole team is in a setup, team spamming is totally effective. If you watch some pro gameplays, you will see that they do this a lot. Other than that though, pacing your shots is the way to go.

Honestly Spamming long range is really effective..... If you can "out-scope" someone its very effective, in this game whoever has a good dmr is who has the strafe on lockdown and can use cover good but also if you got a nasty quick scope its super effective

You just need to play smart and not go directly to the opposing team on maps. Go for advantages on maps. I also usually do not worry about the DMR spam. I usually spam and then do not spam it for my last shot. It might sound weird, but I kind of lead the shots like a BR and it works for me too.

Playing on host in Halo 3 really didn't make all too much of a difference but on Reach host will win every time it's become a huge deal to be the one to get host.

There are some hosts out there that seem like you are playing on LAN and some host out there that when try to shoot without letting your bloom reset your shot doesn't register. I normally adapt the speed of my DMR to how the host is. If the host i am playing feels like i can spam more than usual then i do if it feels like i cant i slow it down. Obv if the guy right in my face im not gonna pace since spamming is more effective at close range.

I've found the only way to effectively combat spammers is to happen to have a beastly strafe and try not to spam yourself since the scope is 3x zoom though you can shoot faster when you're scoped in

I will say this that needle rifle spam is ridiculasly good at close range, at least from what I have found out from my experience.

Download the game onto your harddrive. i didnt ever pull host before but then i downloaded it onto my HD (thank god i did cause tue next day i tripped on my xbox and knocked it over and completly screwed up my disc) and now i pull host almost everytime in customs and very often in MM

Typically I only hold down the trigger when both of us are going in for the melee, otherwise I pace it a little bit.

I have watched Legit's stream and he spams like no other, but he still seems to hit every shot. It is stupid because i time my shot and get out DMR'd by a spamming one shot.
