Haunted Helmet?

There are rumors saying that it is possible to unlock the haunted helmet (Pilot helmet attachment - Skull) by unlocking all the helmets and attachments in the game, now is that true?
Or do you need to also be the last rank in Halo which is Inheritor?
Or is it completely false, and is a bungie only helmet?

Ive heard that you can unlock it after you have all the other helmets. People modded their xbox and got it that way

You need to have all the helmets and reach the Inheritor rank.
As of right now it's a Bungie only helmet since no one has reached Inheritor yet.
