I bought a dazzle, and am trying to get it set up. I have a monitor that does not have RCA ports on it. I got a RCA to VGA cable (female RCA to Male VGA). I got everything wirted correctly, and splitted. My monitor did not recognize that there was a VGA plugged in. Any help would be awsome!

Looks like you need PC2TV converter not just a RCA to VGA, or you need to split VGA before dazzle.

You need a video processing unit like this:

You might be able to find something cheaper, but I didn't search around much. VGA uses R+G+B+H+V discrete channels whereas composite uses a Chroma/Luma mix channel. It is worth noting that Component uses RGB channels. It is not the same as VGA, but takes much less video processing power than VGA to composite. Therefore, the video processor needed can be cheaper.
