Honestly you don't need to spend that much unless you prefer. For an RTS such as SC2 you should have a mouse that simply you are comfortable with. My friend for example has one in which you can adjust the weights because of the strange way he holds his mouse.
Me, I prefer a simply mouse. Symmetrical and with grips on the side along with 1 extra button on the left that I can hotkey depending on what I'm doing.
You don't want an over complicated mouse. You simply want on you can enjoy. My suggestion would be to go somewhere such as best buy and try out the mice. Then I'd go onto Newegg and see if I could find one similar.

Some mice I have used: IME 1.1, WMO 3.0, DeathAdder, Xai (currently own & use)
I would definitely say those 4 are some of the best mice out there, that's why I bought them, with the DeathAdder being the worst and only if you like 1800dpi. The IME and WMO are very simplistic mice, but are also really good. The Xai is sort of an updated, more featured version of those two, and it's made by SteelSeries.

I would personally suggest a Steel Series Ikari.
Its larger and flatter than any of the Razer mice. Which allows you to place your hand on top and not have to grip it. Seen as i have massive hands this makes gaming much easier for me.
But any Steel Series mouse is awesome. I have had my Ikari for 4 years and it has never given me any problems.

On this same type of subject, someoen told me that the type of mousepad makes a big difference to. Is that the case?

Thats mostly personal preference, rather you want a soft or hard surface, the size that fits your desk best etc. Which ever one is comfortable and works well for you is always best. A mousepad wont drastically improve your skill in any game your playing, it just keeps your hand and mouse comfortable.

i have a rat 7. i really enjoy that mouse. ive been playing a lot of sc2 and its pretty comfortable. has a lot of extra buttons you wouldnt really need when playing sc2 as to a fps though. been wanting to get and try out the kinzu or the xai. but have read at high dpi they tend to have some problems

this is exactly why, and I have no Idea why i should get a specific mouse over others, I just don't know what I should get or I need to help make my actions more accurate, and faster.

If you're willing to spend $90 on a fully featured mouse, the SteelSeries Xai is great. You can tweak a lot of settings on it, making it as accurate or fast as you want. The Kinzu is a cheaper ($35), smaller version of the Xai, but personally I like bigger mice since they fit my hand better. The Kinzu also has really bad acceleration that is very noticeable in FPS games, but probably not that much in RTS.

Im looking at the Xai as well. Is it still comfortable despite being an ambidextrous mouse? I feel like the buttons on the right side would not so much get in the way but maybe be irritating at times.

What about the Siatek R.A.T. 7 it seems pretty cool.
