is amd athlon ii p340 dual core processor 2.20 GHz, 3 gb of RAM, 64-bit operating system, and windows 7 good enough to run SC2?

As long as you don't have an integrated GFX card and have a dedicated one it should be fine.

I have an AMD Athlon 64 5400B (should be slower/older than what you put) 4GB, Win 7 x64, and a GeForce 8500GT in my work PC and it runs SC2 on a med/high mix with no issues. I don't think it's ever dropped below 25 FPS.

were do you find the specs for the graphics card?

I pretty much have the same thing but with quad core and radeon graphics. Make sure it doesn't have integrated graphics ;)

Right If you are on Vista or W7 in the search bar at the bottom type

Device Manager

Hit Enter

Goto Display Adapters

Google what it says there, if nothing is listed you most likely have an integrated card
