Is there a way to create a league and have it open to just certain people? Basically create a league for me and my friends.

Right now it seems that you are assigned to the first empty league. So if you want to compete with a group of friends your best bet is to have each of your friends submit their draft order simultaneously. Peridious, is this accurate?

Yes, essentially that could work but it is not a guarantee. Divisions consist of six teams so for every six people that submit draft picks, thats one division.
